In 1999 Corvette rounded out the C-5 line-up with the introduction of the FRC, (fixed roof coupe) what is the significance of this particular model?

Z06 I believe!

IF not then I'd go with the first ever corvette with a roof that is not a convertible nor is it a targa top!

well, again Scott gets partial credit for his answer, the 1999 Fixed Roof Coupe was introduced as the "bare bones" low entry level Corvette it stickered for about $5,000 less than the coupe and was only available with a 6 speed manual transmission and some other options were not available it was meant to appeal to the "poor man" and marked the first time since 1967 that a Corvette (coupe)hardtop's roof was not removable.  alas, this did not sell near as well as Chevrolet had hoped so, they went to the other extreme and in 2001 the FRC became the platform for the higher powered Z-06
